NDIS Quarterly Report

The National Disability Insurance Scheme (NDIS) recently released its Q1 2024-2025 Quarterly Report, showcasing significant advancements in Specialist Disability Accommodation (SDA). As of September 2024, the Agency celebrated a major milestone by enrolling its 10,000th SDA dwelling. This achievement underscores the ongoing commitment to improving housing options for individuals with disabilities.

Key Highlights from the Report

  1. Growth in SDA Participants and Funding
    • The number of active participants with SDA support increased by 4% over two years.
    • SDA funding in participant plans grew by 32% per annum, totaling $348 million by the end of September 2024.
    • Annual SDA payments per participant rose by 22%, reflecting improved access to housing support.
  2. Expansion in SDA Dwellings
    • Total SDA dwellings reached 10,120 by the end of 2023, with a 17% annual growth rate over two years.
    • The past year alone saw a 22% increase, adding 1,821 new dwellings.
    • Robust Design category dwellings surged by 53% (405 dwellings), and High Physical Support (HPS) dwellings grew by 41% (1,026 dwellings) in the last quarter.
  3. Geographic Growth
    • All states and territories, except the ACT, reported increases in SDA dwellings during the past quarter.

Improving Home and Living Supports

The NDIA has taken steps to streamline and enhance the Home and Living support process:

  • Specialist Planners: A dedicated team assesses participant requests for home and living support, ensuring decisions are informed and consistent.
  • Enhanced Decision-Making: Senior delegates now review requests for Supported Independent Living (SIL) budget increases, fostering transparency and participant engagement.
  • Simplified Information: Efforts are underway to improve clarity around evidence requirements and the home and living application process.

Current Challenges

Despite progress, the report notes a rise in application processing times:

  • 12% of Home and Living applications have remained unresolved for over 90 days, up from 5% in the previous quarter.
  • As of September 2024, 1,641 applications awaited decisions, with 866 pending support implementation.

Shifts in SDA and SIL Usage

  • 35,371 participants currently receive SIL supports, while 24,181 participants access SDA.
  • The number of participants with active SDA service bookings declined slightly last quarter.

Trends in SDA Design Categories

The SDA market continues to evolve with a focus on modern, participant-centered designs:

  • HPS and Robust Designs Dominate: A significant share of new SDA dwellings falls under these categories.
  • Smaller Dwellings Preferred: Although five-bedroom homes remain common, the NDIA prefers smaller, 2-4 participant dwellings, aligning with participant demand.

Future Outlook

With 4,627 HPS SDA dwellings in the pipeline and growing demand for personalized housing, the NDIS is poised to address the evolving needs of participants. While challenges remain, particularly in application processing times, these statistics reflect a positive trajectory toward inclusive and supportive living environments.
